If you have both Office 2003 and Office 2007 installed on the same machine, Office goes through a "configuration" process when switching between the versions. You can stop this from happening by creating a "NoReReg" DWORD with the value "1" in these two keys:
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Word\Options
HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Word\Options
If Access still configures on every start, see this post.

Copy Office Quick Access Toolbar configurations
Office 2007 includes "Quick Access Toolbars" in the main applications (not to be confused with the Slow Access Toolbar a.k.a. the "Ribbon"). You can copy the configuration of this toolbar from one user to another with the following relatively simple steps:
1. Navigate to the following source profile directory:
Windows XP: C:\Documents and Settings\username\Local Settings\Application Data\Microsoft\Office
Windows Vista: C:\Users\username\AppData\Local\Microsoft\Office
2. Copy the *.qat files to the same directory for the destination profile.
Surprised by Microsoft.
